Sending window
When promotional messages are sent, and what happens outside the window.
The window
Promotional traffic is sent only inside a daily window in Africa/Dar_es_Salaam time (EAT, UTC+3). Today it is 08:00 to 20:00: a provisional product default, not a statement of law. Transactional traffic has no window.
Checking it
GET /v1/sending-window (scope campaigns:read) returns opens, closes, time_zone, open_now and next_opening.

A promotional message accepted while the window is closed is accepted, not refused. It waits, unsent and uncharged (its price is held), until the window opens; the response's held_until says when. If its ttl runs out first, it expires and the hold is released.
Campaigns
A promotional campaign must start inside the window: launching it outside answers 422 outside_sending_window.
Consent
Promotional messages also need a contact with recorded consent and no active opt-out (422 consent_required, 422 recipient_opted_out). These rules are provisional product defaults, not legal advice.
